What you need:

10 ft. of 3/4 inch OR 1/2 inch PVC.   This PVC only comes in rolls of 100 feet, which is enough to make 9 - 10 hoops.   Unfortunately you can't buy enough for just one.

1 connector that fits in the 3/4 inch PVC

PVC Cutters

A Hair Dryer or Heat Gun  OR  a pan of boiling hot water

Black Electric Tape

2 cups hot water

Work gloves

A mallet

Wash off the PVC Tubing with a damp rag.

Cut PVC into 10' lengths.  With that length, you'll get 9 - 10 hoops out of the 100 ft. of PVC roll.

Wear gloves and push one end of the connector halfway into one end of the PVC hoop.

In the other open end of the PVC, pour 2 cups of water in the tube

In the end that you just poured water into, heat up the opening of the PVC with a Hair dryer or Heat Gun.

As soon as it is soft (about 30 seconds or so), quickly push the other end of the connector in, sealing the entire hoop together.

Wrap black electrical tape around the seam.

Decorate it any way you like. I prefer bright neon colors against the black PVC. You can use stickers, office labels, electrical tape or bright neon ribbon or tape. Just get creative. Use a clear tape to secure it firmly in place at the beginning and the end of the wrap.

See Sheryl on KSL Studio 5 demonstrate how to make a hoop (it's at the end of the video)
